Synopsis As Introduced
Amends the State Finance Act. Makes a technical change in a Section concerning the Budget Stabilization Fund.

Adds reference to:
30 ILCS 500/45-45

Deletes everything after the enacting clause. Reinserts the contents of the bill, as amended by House Amendment No. 1, with the following changes. Restores the provision that requires a fair proportion of construction contracts for State agencies of the executive branch to be no less than 25% nor more than 40% of the annual total contracts for construction and construction-related professional services. In the provision concerning fair proportion, provides that the construction agency must designate the specific category that the set-asides are made in the agency's procurement notices. Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.
