Synopsis As Introduced
Amends the Department of Commerce and Economic Opportunity Law concerning the program for training grants for skills in critical demand. Provides that each grant application must be accompanied with a certification signed and dated by the chief executive officer of the applicant or that officer's authorized representative certifying that all participating employees are Illinois residents and, for each participating employee, stating the employee's name and either (i) stating the employee's social security number or (ii) certifying that the applicant has adequately verified that the employee is an Illinois resident. Provides that the Department may audit the accuracy of applications.

House Amendment No. 1
Provides that participating employees must be employed at an Illinois facility, rather than be Illinois residents.

House Amendment No. 2
Provides that no participating employee may be an unauthorized alien.

House Amendment No. 3
Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

House Amendment No. 4
Deletes everything after the enacting clause. Amends the Department of Commerce and Economic Opportunity Law concerning the program for training grants for skills in critical demand. Reinserts the provisions of the bill as amended by House Amendments Nos. 1, 2, and 3. Provides for certifications by entities sponsoring multi-company training grant programs. Provides that the Director may conduct on-site grant monitoring visits (instead of a minimum of one during the grant period or within 6 months following the end of the grant period). Effective immediately.

Senate Committee Amendment No. 2
Deletes everything after the enacting clause. Amends the Department of Commerce and Economic Opportunity Law concerning the program for training grants for skills in critical demand. Reinserts the provisions of the engrossed bill. Provides that certifications must be made, at the request of the Department and signed by a duly authorized representative of the applicant, that all employees are employed in an Illinois facility and (i) giving each employee's social security number or (ii) stating that the applicant has adequate written verification that the employee is employed in an Illinois facility. Requires that the on-site visits verify the dates and wages of trainee employment. Removes the provisions concerning lack of rulemaking authority. Makes other changes. Effective immediately.
