Deletes everything after the enacting clause. Amends the Nursing and Advanced Practice Nursing Act. Changes the name of the Act to the Nurse Practice Act and amends various other Acts to reflect the change. Replaces references to "Department of Professional Regulation" with "Department of Financial and Professional Regulation" and to "Secretary of Professional Regulation" with "Secretary of Financial and Professional Regulation" throughout the Act. Renames and renumbers the Titles of the Act. Terminates the terms of members of the Board of Nursing and the Advanced Practice Nursing Board on the effective date of the amendatory Act and establishes a new 13-member Board of Nursing beginning on that effective date. Sets forth separate licensure provisions for licensed practical nurses, registered nurses, and advanced practice nurses, including education program requirements, qualifications, and scope of practice for each nursing classification. Makes other changes. Amends the Ambulatory Surgical Treatment Center Act and the Hospital Licensing Act to provide that an advanced practice nurse is not required to possess a written collaborative agreement in order to provide advanced practice nursing services in an ambulatory surgical treatment center (ASTC) or a hospital if he or she has been granted clinical privileges at the ASTC or hospital. Amends the Medical Practice Act of 1987 and the Podiatric Medical Practice Act of 1987 to set forth requirements for collaborative agreements with advanced practice nurses. In the Medical Practice Act of 1987, provides that any proposed rules, amendments, second notice materials and adopted rule or amendment materials, and policy statements concerning advanced practice nurses shall be presented to the Medical Licensing Board for comment and that the recommendations of both the Board of Nursing and the Medical Licensing Board shall be presented to the Secretary for consideration in final decisions. Repeals the Baccalaureate Assistance Law for Registered Nurses. In the Nursing and Advanced Practice Nursing Act, repeals Sections establishing a task force and the Advanced Practice Nursing Board and certain Sections concerning advanced practice nurses and the administration and enforcement of the Act. Effective immediately.

Amends the Illinois Dental Practice Act. Provides that if and only if Senate Bill 214 becomes law, a licensed dentist must hold an appropriate permit in order to perform dentistry while a nurse anesthetist administers conscious sedation, deep sedation, or general anesthesia, and a valid written collaborative (instead of practice) agreement must exist between the dentist and the nurse anesthetist. In the Nursing and Advanced Practice Nursing Act, makes changes in the qualifications for licensure as a licensed practical nurse and as a registered professional nurse, including requiring the completion of certain additional nursing education upon an applicant for licensure by examination's neglect, failure, or refusal to take an examination or failure to pass an examination within 3 years after filing the application. Provides that the scope of practice for a licensed practical nurse includes collecting data and collaborating in the assessment of the health status of a patient (instead of collaborating in the collection of data that contributes to the assessment of the health status of a patient). Provides that applicants for registered professional nurse licensure have 3 (instead of 2) years after the date of application to complete the application process. Adds a provision concerning continuing education for registered professional nurse licensees. Provides that a certified registered nurse anesthetist who provides anesthesia services outside of a hospital or ambulatory surgical treatment center shall enter into a written collaborative agreement with an anesthesiologist or the physician (instead of operating physician) licensed to practice medicine in all its branches or the podiatrist (instead of operating podiatrist) performing the procedure. Removes a provision granting immunity from liability to advanced practice nurses for the acts or omissions of a collaborating physician, dentist, or podiatrist solely on the basis of having signed a written collaborative agreement. Provides that moneys in the Nursing Dedicated and Professional Fund may be used for distribution and publication of the Act and rules (instead of the rules at the time of renewal to all persons licensed by the Department of Financial and Professional Regulation under the Act). Makes other changes.
