Deletes everything after the enacting clause. Amends the Illinois Lottery Law. Requires the Department of Revenue to offer a special instant scratch-off game, named scratch-out multiple sclerosis, to commence on July 1, 2008. Provides that the net revenue from the scratch-off game shall be deposited into the Multiple Sclerosis Research Fund for appropriation by the General Assembly to organizations in Illinois conducting research pertaining to multiple sclerosis. Sets forth certain provisions for the operation of the scratch-off game. Amends the State Finance Act to create the Multiple Sclerosis Research Fund. Effective immediately.

Senate Floor Amendment No. 4
Provides that moneys in the Multiple Sclerosis Research Fund must be appropriated by the General Assembly to the Department of Public Health for the purpose of making grants to organizations in Illinois that conduct research pertaining to the repair of damage caused by an acquired demyelinating disease of the central nervous system (now, the moneys must be appropriated by the General Assembly to organizations in Illinois that conduct research pertaining to multiple sclerosis).

Governor Amendatory Veto Message
Recommends that a special purpose lottery game may be offered for sale for no more than 9 consecutive months and that there may not be more than 2 special purpose lottery scratchoff games offered for sale at any one time. Further recommends that, if any special ticket is authorized while there are 2 other special tickets being offered for sale, then any subsequent special tickets be placed on a waiting list in the same order as the order in which they are authorized.
