Authorizes the transfer of moneys in the Emergency Telephone System Fund to a participating fire protection district to reimburse volunteer firefighters who man remote telephone switching facilities when dedicated 9-1-1 lines are down.

Deletes everything after the enacting clause. Amends the Emergency Telephone System Act. Provides that a municipality with a population of more than 500,000 may charge a maximum monthly 9-1-1 surcharge of $2.50 (instead of $1.25) per network connection. Provides that a municipality with a population over 500,000 may use certain surcharge moneys for anti-terrorism or emergency preparedness measures. Authorizes the transfer of moneys in the Emergency Telephone System Fund to a participating fire protection district to reimburse volunteer firefighters who man remote telephone switching facilities when dedicated 9-1-1 lines are down. Amends the Wireless Emergency Telephone Safety Act. Extends the repeal of the Act from April 1, 2008 to April 1, 2013. Provides that the Auditor General shall conduct an annual audit of the Wireless Service Emergency Fund and the Wireless Carrier Reimbursement Fund. Provides that the amount of the wireless emergency surcharge shall be $0.73 per CMRS connection. Provides that, for surcharge amounts collected and remitted after the effective date of the amendatory Act, $0.1475 per surcharge shall be deposited into the Wireless Carrier Reimbursement Fund and $0.5825 per surcharge shall be deposited into the Wireless Service Emergency Fund. Also provides for administrative and compliance costs. Provides for the transfer of $8,000,000 from the Wireless Carrier Reimbursement Fund to the Wireless Service Emergency Fund. Provides that the Illinois Commerce Commission may use moneys in the Wireless Service Emergency Fund to conduct a study to determine future technological and financial need of the wireless 9-1-1 systems. Makes other changes. Effective January 1, 2008.
