Amends the Township Code. Makes a technical change in a Section concerning appropriations for public graveyards.

Deletes everything after the enacting clause. Amends the Illinois Municipal Code. Specifies the notice requirements for annexation proceedings. Provides that the corporate authorities shall provide notice by publication, in a newspaper of general circulation, not less than 10 days before the passage of an annexation ordinance. Provides that the corporate authorities shall, not less than 15 days before the passage of the annexation ordinance, serve written notice on the taxpayer of record for the proposed annexed territory. Provides that, if notice is given, no other municipality may annex the proposed territory for a period of 60 days, subject to certain exceptions.

Provides that the owner of record of property that a municipality seeks to declare abandoned may waive certain rights. Specifies the procedure for abandonment proceedings. Provides that a board of fire and police commissioners may waive portions of the required examination, for a position in the police department of a municipality, for applicants with certain specified qualities. Contains other provisions.
