Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that, before beginning a project that involves the acquisition of private property, the Department shall issue a report outlining any possible negative effects the community will face as a result of lost tax revenue. Provides that the Department shall take any steps necessary to minimize these negative effects, including project changes and modifications.

| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Department of Transportation Law of the
|
| 5 |
| Civil Administrative Code of Illinois is amended by adding |
| 6 |
| Section 2705-585 as follows:
|

| Sec. 2705-585. Report; community effects. Before beginning |
| 9 |
| any project that will require the acquisition of private |
| 10 |
| property by the Department, the Department shall issue a report |
| 11 |
| outlining any possible negative effects the community will face |
| 12 |
| because of lost tax revenue due to the acquisition of the |
| 13 |
| property. |
| 14 |
| The Department shall take any steps necessary to minimize |
| 15 |
| these negative effects, including project changes and |
| 16 |
| modifications.
