| 1 | AN ACT concerning education.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The School Code is amended by adding Section | ||||||
| 5 | 2-3.142 as follows: | ||||||
| 6 | (105 ILCS 5/2-3.142 new) | ||||||
| 7 | Sec. 2-3.142. Task Force on Virtual Education. There is | ||||||
| 8 | created the Task Force on Virtual Education to consider and | ||||||
| 9 | recommend best practices in virtual education. The Task Force | ||||||
| 10 | shall consist of the following members: | ||||||
| 11 | (1) Two members of the higher education community, one | ||||||
| 12 | appointed by the Speaker of the House and one appointed by | ||||||
| 13 | the Minority Leader of the Senate. | ||||||
| 14 | (2) Two members of professional teachers' unions, one | ||||||
| 15 | appointed by the President of the Senate and one appointed | ||||||
| 16 | by the Minority Leader of the House. | ||||||
| 17 | (3) Two representatives of the State Board of | ||||||
| 18 | Education, appointed by the State Superintendent of | ||||||
| 19 | Education. | ||||||
| 20 | (4) One member appointed by the Illinois Association of | ||||||
| 21 | School Administrators. | ||||||
| 22 | (5) One member appointed by the Illinois Association of | ||||||
| 23 | School Boards.

| 1 | (6) One representative of the business community | ||||||
| 2 | appointed by a statewide organization representing | ||||||
| 3 | businesses. | ||||||
| 4 | (7) One member of the Chicago Board of Education (or | ||||||
| 5 | his or her designee) appointed by the President of the | ||||||
| 6 | Chicago Board of Education. | ||||||
| 7 | (8) One representative of a statewide virtual school | ||||||
| 8 | appointed by the State Superintendent of Education. | ||||||
| 9 | (9) The following members to be appointed by the | ||||||
| 10 | Governor: | ||||||
| 11 | (A) One member with training or expertise in | ||||||
| 12 | information and communications technologies. | ||||||
| 13 | (B) One member who is a current teacher or | ||||||
| 14 | administrator employed by a virtual school in a city | ||||||
| 15 | having a population exceeding 500,000. | ||||||
| 16 | (C) One member with training or expertise in early | ||||||
| 17 | childhood development. | ||||||
| 18 | (D) One member who is a parent of a child currently | ||||||
| 19 | enrolled in a virtual school in a city having a | ||||||
| 20 | population exceeding 500,000. | ||||||
| 21 | (E) One member who is a teacher or a parent of a | ||||||
| 22 | child currently enrolled in a statewide virtual school | ||||||
| 23 | program. | ||||||
| 24 | The Task Force shall be facilitated by the State Board of | ||||||
| 25 | Education. | ||||||
| 26 | The Task Force shall report its findings and | ||||||

| 1 | recommendations to the General Assembly, the Governor, and the | ||||||
| 2 | State Board of Education on or before 2 years after the | ||||||
| 3 | effective date of this amendatory Act of the 95th General | ||||||
| 4 | Assembly. Upon filing its report, the Task Force is dissolved.
