Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that for each fiscal year (i) the Governor shall submit to the General Assembly a proposed budget for higher education in which for every $2 appropriated for elementary and secondary education in the State budget at least $1 is appropriated for higher education, and (ii) the General Assembly shall appropriate amounts for higher education in which for every $2 appropriated for elementary and secondary education for that fiscal year at least $1 is appropriated for higher education.

| AN ACT concerning education.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The State Budget Law of the Civil Administrative |
5 |
| Code of Illinois is amended by adding Section 50-25 as follows: |

| (15 ILCS 20/50-25 new) |

| Sec. 50-25. Higher Education funding. |
8 |
| (a) For each fiscal year, the Governor shall submit to the |
9 |
| General Assembly a proposed budget for higher education in |
10 |
| which for every $2 appropriated for elementary and secondary |
11 |
| education in the State budget at least $1 is appropriated for |
12 |
| higher education. |
13 |
| (b) For each fiscal year, the General Assembly shall |
14 |
| appropriate amounts for higher education in which for every $2 |
15 |
| appropriated for elementary and secondary education for that |
16 |
| fiscal year at least $1 is appropriated for higher education.
