| replacing lines 20 and 21 with the following:

| "Section 404.2. Operation of Act subject to annual |

| appropriations. The operation of this Act is subject to annual |

| appropriations to the Department of Labor for costs associated |

| with administering this Act.

| Section 405. Effective date. This Act takes effect one year |
