Amends the Criminal Code of 1961. Creates the offense of Internet gang recruitment. Provides that it is a Class 4 felony for a person to post on any Internet site or establish any Internet site that displays gang insignia or icons with the intent of coercing, soliciting, recruiting, or inducing another person to join or remain a member of a gang or in furtherance of gang-related activity.

| AN ACT concerning criminal law.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Criminal Code of 1961 is amended by adding |
5 |
| Section 12-6.5 as follows: |

| (720 ILCS 5/12-6.5 new) |

| Sec. 12-6.5. Internet gang recruitment. |

| (a) In this Section, "gang" and "gang-related" have the |
9 |
| meanings ascribed to them in Section 10 of the Illinois |
10 |
| Streetgang Terrorism Omnibus Prevention Act. |
11 |
| (b) A person commits the offense of Internet gang |
12 |
| recruitment when he or she posts on any Internet site or |
13 |
| establishes any Internet site that displays gang insignia or |
14 |
| icons with the intent of coercing, soliciting, recruiting, or |
15 |
| inducing another person to join or remain a member of a gang or |
16 |
| in furtherance of gang-related activity. |

| (c) Sentence. Internet gang recruitment is a Class 4 |
18 |
| felony.
