Creates the Appropriation Procedures Act. Provides that a bill making an appropriation may not be considered for final passage by either the House of Representatives or the Senate unless that chamber first adopts, by a record vote of at least two-thirds of the members elected, a motion to consider that bill. Effective immediately.

| AN ACT concerning finance.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the |
5 |
| Appropriation Procedures Act. |
6 |
| Section 5. Appropriation bills; motion required. A bill |
7 |
| making an appropriation may not be considered for final passage |
8 |
| by either the House of Representatives or the Senate unless |
9 |
| that chamber first adopts, by a record vote of at least |
10 |
| two-thirds of the members elected, a motion to consider that |
11 |
| bill. |

| Section 99. Effective date. This Act takes effect upon |
13 |
| becoming law.
