Amends the Community Mental Health Act. Provides that from funds appropriated to the Department of Human Services for that purpose, the Secretary of Human Services shall establish a 2-year pilot program in 3 locations across the State to provide mental health services to veterans who do not qualify for mental health services under a federally funded or State-funded program and who do not have insurance coverage for mental health services. Provides that the Department of Human Services shall implement the program in cooperation with the Department of Veterans' Affairs. Provides that in allocating funds to community providers for veterans' mental health services, the Department of Human Services shall give preference to programs that serve special population groups and targeted geographic areas. Effective immediately.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Community Mental Health Act is amended by |
5 |
| adding Section 8.10 as follows: |

| (405 ILCS 20/8.10 new) |

| Sec. 8.10. Pilot program; veterans. |
8 |
| (a) In this Section, "veteran" means any person who has |
9 |
| served in a branch of the United States military for more than |
10 |
| 180 consecutive days after initial training. |
11 |
| (b) From funds appropriated by the General Assembly to the |
12 |
| Department of Human Services for that purpose, the Secretary of |
13 |
| Human Services shall establish a pilot program in 3 locations |
14 |
| across the State to provide mental health services to veterans |
15 |
| who do not qualify for mental health services under a federally |
16 |
| funded or State-funded program and who do not have insurance |
17 |
| coverage for mental health services.
The Department of Human |

| Services shall implement the pilot program in cooperation with |
19 |
| the Department of Veterans' Affairs. |
