| AMENDMENT NO. ______. Amend House Bill 611 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Election Code is amended by changing |

| Section 25-8 as follows:

| Sec. 25-8.
When a vacancy shall occur in the office of |

Senator from this state, the Governor shall make |

| temporary appointment to
fill such vacancy until the next |

| election of representatives in Congress; except that the |

| Secretary of State, with the advice and consent of the Illinois |

| Senate, shall make temporary appointment to fill any such |

| vacancy that occurred between November 1, 2008, and December 1, |
