1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Alcoholism and Other Drug Abuse and
5 Dependency Act is amended by adding Section 55-25 as follows:
 
6     (20 ILCS 301/55-25 new)
7     Sec. 55-25. Drug court grant program. (a) Subject to
8 appropriation, the Division of Alcoholism and Substance Abuse
9 within the Department of Human Services shall establish a
10 program to administer grants to local drug courts. Grant moneys
11 may be used for the following purposes:
12         (1) treatment or other clinical intervention through
13     an appropriately licensed provider;
14         (2) monitoring, supervision, and clinical case
15     management via probation, TASC, or other licensed Division
16     of Alcoholism and Substance Abuse (DASA) providers;
17         (3) transportation of the offender to required
18     appointments;
19         (4) interdisciplinary and other training of both
20     clinical and legal professionals who are involved in the
21     local drug court;
22         (5) other activities including data collection related
23     to drug court operation and purchase of software or other

1     administrative tools to assist in the overall management of
2     the local system; or
3         (6) court appointed special advocate programs.
4     (b) The position of Statewide Drug Court Coordinator is
5 created as a full-time position within the Division of
6 Alcoholism and Substance Abuse. The Statewide Drug Court
7 Coordinator shall be responsible for the following:
8         (1) coordinating training, technical assistance, and
9     overall support to drug courts in Illinois;
10         (2) assisting in the development of new drug courts and
11     advising local partnerships on appropriate practices;
12         (3) collecting data from local drug court partnerships
13     on drug court operations and aggregating that data into an
14     annual report to be presented to the General Assembly; and
15         (4) acting as a liaison between the State and the
16     Illinois Association of Drug Court Professionals.
