Amends the Department of Public Health Powers and Duties Law of the
Civil Administrative Code of Illinois. Provides that the Department of Public Health shall prepare and distribute to health and maternal care providers written publications containing standardized, objective information about umbilical cord blood banking that is sufficient to allow a pregnant woman to make an informed decision about whether to participate in a public or private umbilical cord blood banking program. Sets out the types of information to be included in the written publications. Effective immediately.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Public Health Powers and |
5 |
| Duties Law of the
Civil Administrative Code of Illinois is |
6 |
| amended by changing Section 2310-342 as follows: |
7 |
| (20 ILCS 2310/2310-342) |

| Sec. 2310-342. Umbilical cord blood donations.
|
9 |
| (a) Subject to appropriations for that purpose, the |
10 |
| Department of Public Health shall, by January 1, 2008
2007 , |
11 |
| prepare and distribute to health and maternal care providers |
12 |
| written publications containing standardized, objective |
13 |
| information about umbilical cord blood banking that is |
14 |
| sufficient to allow a pregnant woman to make an informed |
15 |
| decision about whether to participate in a public or private |
16 |
| umbilical cord blood banking program, including
that include |
17 |
| the following information: |
18 |
| (1) An explanation of the difference between public and |
19 |
| private umbilical cord blood banking.
|
20 |
| (2) The options available to a mother, after the |
21 |
| delivery of her newborn, relating to stem cells contained |
22 |
| in the umbilical cord blood, including:
|
23 |
| (A) donating to a public bank;
|
