| Section 5, Sec. 4-602, subsection (b), by replacing "2008" with |

| in Section 5, Sec. 4-602, by deleting subsection (c); and

| in Section 5, Sec. 4-602, subsection (d), by replacing "(d)" |

| with "(c)"; and

| in Section 5, by replacing Sec. 4-603 with the following:

| "(220 ILCS 5/4-603 new)

| Sec. 4-603. Adequate employment for in-house utility |

| employees. The Commission shall develop benchmarks for |

| employee staffing levels for each classification and employee |
