| AN ACT concerning animals.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the |
5 |
| Force-Fed Birds Act. |
6 |
| Section 5. Prohibition; penalties.
|

| (a) In this Section: |
8 |
| (1) A "bird" includes, but is not limited to, a duck |
9 |
| or goose. |
10 |
| (2) "Force-feeding a bird" means a process that causes |
11 |
| the bird to consume more food than a typical bird of the |
12 |
| same species would consume voluntarily. Force-feeding |
13 |
| methods include, but are not limited to, delivering feed |
14 |
| through a tube or other device inserted into the bird's |
15 |
| esophagus.

| (b) A person may not force-feed a bird for the purpose of |
17 |
| enlarging the bird's liver beyond normal size or hire another |
18 |
| person to do so. |
19 |
| (c) A product may not be sold, served, or dispensed in this |
20 |
| State if it is the result of force-feeding a bird for the |
21 |
| purpose of enlarging the bird's liver beyond normal size. |

| (d) A person who knowingly violates this Section is guilty |
23 |
| of a petty offense and shall be fined $1,000. Each day that a |
