Amends the Consumer Fraud and Deceptive Business Practices Act. Prohibits an insurance company or a health care provider from using a patient's social security number as the patient's identification number or in any mailings sent to the patient, except as required by federal regulations.

| AN ACT concerning business.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Consumer Fraud and Deceptive Business |
| 5 |
| Practices Act is amended by adding Section 2ZZ as follows: |
| 6 |
| (815 ILCS 505/2ZZ new)
|
| 7 |
| Sec. 2ZZ. Insurance companies; health care providers; |
| 8 |
| social security numbers. |
| 9 |
| (a) Except as may be required by federal regulations, an |
| 10 |
| insurance company shall not use a patient's social security |
| 11 |
| number as the patient's identification number or in any |
| 12 |
| mailings sent to the patient.

| 13 |
| (b) Except as may be required by federal regulation, a |
| 14 |
| health care provider shall not use a patient's social security |
| 15 |
| number as the patient's identification number or in any |
| 16 |
| mailings sent to the patient.
|
| 17 |
| (c) A violation of this Section constitutes an unlawful |
| 18 |
| practice within the meaning of this Act.
|
| 19 |
| (d) For purposes of this Section: |
| 20 |
| "Insurance company" means a "company" as defined in Section |
| 21 |
| 2 of the Illinois Insurance Code. |
| 22 |
| "Health care provider" means any physician, hospital |
| 23 |
| facility, or other person that is licensed or otherwise |
