Amends the Hospital Emergency Service Act. Requires the Department of Public Health to establish a program providing grants to hospitals that provide emergency room services, to enable those hospitals to expand their services to victims of certain specified offenses under the Criminal Code of 1961. Effective immediately.

| AN ACT concerning regulation.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Hospital Emergency Service Act is amended by |
5 |
| adding Section 3 as follows: |
6 |
| (210 ILCS 80/3 new) |
7 |
| Sec. 3. Grants to hospitals for services to certain crime |
8 |
| victims. The Department shall establish a program to provide |
9 |
| grants to hospitals providing hospital emergency services to |
10 |
| enable those hospitals to expand their services to victims of |
11 |
| offenses committed under the following Sections of the Criminal |
12 |
| Code of 1961: 12-1 (assault); 12-2 (aggravated assault); 12-3.2 |
13 |
| (domestic battery); 12-3.3 (aggravated domestic battery); |
14 |
| 12-13 (criminal sexual assault); 12-14 (aggravated criminal |
15 |
| sexual assault); 12-14.1 (predatory criminal sexual assault of |
16 |
| a child); 12-15 (criminal sexual abuse); and 12-16 (aggravated |
17 |
| criminal sexual abuse). The Department shall adopt rules as |
18 |
| necessary to implement the program, including rules |
19 |
| establishing the conditions of eligibility for a grant.

| Section 99. Effective date. This Act takes effect upon |
21 |
| becoming law.
