Creates the Agency Energy Efficiency Act. Provides that all executive branch State agencies shall strive to reduce energy use in State facilities by 10% within 10 years after the effective date of this Act. Provides that State agencies shall work with the Department of Central Management Services in achieving the goal. Sets out duties of the Department. Provides that all requests for new construction or renovation to State facilities shall implement design criteria that exceeds contemporary standards for energy efficiency. Sets out duties of all executive branch State agencies under the Act. Provides that if the Department finds that implementation costs of the Act exceed energy savings, the Department shall request approval from the General Assembly to terminate implementation of the provisions under the Act.

| AN ACT concerning energy efficiency.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the Agency |
5 |
| Energy Efficiency Act. |
6 |
| Section 5. Legislative findings; purpose. The State |
7 |
| government is one of the largest consumers of energy in the |
8 |
| State. As a result, the General Assembly finds that: |
9 |
| (1) a 10% reduction in energy use by all State agencies |
10 |
| would result in a decreased demand on the citizens of the |
11 |
| State; |
12 |
| (2) the use of energy for electricity, heating, and cooling |
13 |
| of State buildings and transportation in State vehicles has a |
14 |
| significant impact on public health and the environment; and |
15 |
| (3) State agencies should set a strong example in energy |
16 |
| efficiency, water conservation, recycling, and waste reduction |
17 |
| to demonstrate cost-effective solutions to citizens, |
18 |
| businesses, and other government jurisdictions. |
19 |
| Section 10. Energy use; goal. All executive branch State |
20 |
| agencies shall make it a goal to reduce energy use in State |
21 |
| facilities by 10% within 10 years after the effective date of |
22 |
| this Act. |
