| AMENDMENT NO. ______. Amend House Bill 1460, AS AMENDED, by |

| replacing everything after the enacting clause with the |

| following:

| "Section 5. The Government Buildings Energy Cost Reduction |
| 6 |
| Act of 1991 is amended by adding Section 25 as follows:

| (20 ILCS 3953/25 new)
|

| Sec. 25. Fluorescent lighting in State buildings. In order |
| 9 |
| to reduce energy consumption, all buildings owned or operated |
| 10 |
| by the State shall, where economically feasible, use |
| 11 |
| fluorescent, rather than incandescent, light bulbs by January |
| 12 |
| 1, 2011. Historic buildings that are listed on the Illinois |
| 13 |
| Register of Historic Places, established pursuant to Section 6 |
| 14 |
| of the Illinois Historic Preservation Act, are exempt from the |
| 15 |
| requirements of this Section.".
