| AN ACT concerning State government.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Commerce and Economic |

| Opportunity Law of the
Civil Administrative Code of Illinois is |

| amended by adding Section 605-975 as follows:
|

| Sec. 605-975. Community database. Subject to |
| 9 |
| appropriation, the Department may create a web-accessible and |
| 10 |
| searchable database containing profiles for municipalities and |
| 11 |
| counties in the State. The database may include relevant labor |
| 12 |
| market information, including information regarding access to |
| 13 |
| transportation, availability of skilled labor, labor costs, |
| 14 |
| properties ready for development, tax rates coupled with State |
| 15 |
| and local incentives, access to telecommunications |
| 16 |
| infrastructure, access to major markets, access to raw |
| 17 |
| materials and suppliers, operating costs, and other data |
| 18 |
| relevant to businesses considering locating in Illinois. |
| 19 |
| Municipalities and counties shall be encouraged to submit data |
| 20 |
| to the Department for entry into the database.
