Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require that every public utility shall take an actual reading of a customer's service usage during each billing period, and that no utility may estimate a customer's service usage unless the customer has knowingly and willfully denied reasonable access to the utility's representative for the purpose of taking an actual meter reading. Effective immediately.

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Public Utilities Act is amended by changing |
| 5 |
| Section 8-302 as follows:
|

| Sec. 8-302. |

| (a) The Commission shall require that every public utility
|
| 9 |
| furnishing natural or artificial gas, electricity or water to |
| 10 |
| the public,
where the individual consumption is measured by |
| 11 |
| meter, shall, upon written
request of any consumer, cause the |
| 12 |
| meter reader at the time of reading such
consumer's meter to |
| 13 |
| leave at such meter a card showing the present reading
of the |
| 14 |
| meter, the last previous reading, and the dates of such two |
| 15 |
| readings. |
| 16 |
| (b) The Commission shall require that every public utility |
| 17 |
