| AN ACT concerning local government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Municipal Code is amended by adding |
| 5 |
| Section 11-1-12 as follows:

| Sec. 11-1-12. Residential parking permits; Chicago. After |
| 8 |
| the effective date of this amendatory Act of the 95th General |
| 9 |
| Assembly, the corporate authorities of the City of Chicago may |
| 10 |
| not create any new residential permit parking zones. Nothing in |
| 11 |
| this Section shall prohibit the City of Chicago from enforcing |
| 12 |
| any residential permit parking zones in existence on the |
| 13 |
| effective date of this amendatory Act of the 95th General |
| 14 |
| Assembly. This Section is a limitation under subsection (i) of |
| 15 |
| Section 6 of Article VII of the Illinois Constitution on the |
| 16 |
| concurrent exercise by home rule units of powers and functions |
| 17 |
| exercised by the State. This Section shall be repealed 3 years |
| 18 |
| after the effective date of this amendatory Act of the 95th |
| 19 |
| General Assembly.
