| AN ACT concerning elections.
|

| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Election Code is amended by adding Section |
| 5 |
| 1A-40 as follows:
|
| 6 |
| (10 ILCS 5/1A-40 new) |
| 7 |
| Sec. 1A-40. Election Day Voter Registration Commission. |
| 8 |
| (a) The Election Day Voter Registration Commission is |
| 9 |
| created,
consisting of 4 members of the General Assembly and 4 |
| 10 |
| public members. The
President and Minority Leader of the Senate |
| 11 |
| and the Speaker and Minority Leader
of the House of |
| 12 |
| Representatives shall each appoint one legislative member and |
| 13 |
| one
public member. |
| 14 |
| The Election Day Voter Registration Commission shall study |
| 15 |
| and report to the State Board of Elections and the General
|
| 16 |
| Assembly on the possible implementation of election day voter |
| 17 |
| registration.
|
| 18 |
| (b) The Commission shall
designate a chairman from among |
| 19 |
| its number, shall meet as frequently as
necessary at the call |
| 20 |
| of the chair, and shall report its findings to the
State Board |
| 21 |
| of Elections and the General Assembly as expeditiously as |
| 22 |
| possible.

| (c) Commission members shall receive no compensation but |
