AMENDMENT TO HOUSE BILL 1753

    AMENDMENT NO. ______. Amend House Bill 1753 by replacing 
3
everything after the enacting clause with the following:

    "Section 5. The Election Code is amended  by adding Section 
5
1A-40 as follows:
 
6
    (10 ILCS 5/1A-40  new)
7
    Sec. 1A-40. Election Day Voter Registration Commission.
8
    (a) The Election Day Voter Registration Commission is 
9
created,
consisting of 4 members of the General Assembly and 4 
10
public members.  The
President and Minority Leader of the Senate 
11
and the Speaker and Minority Leader
of the House of 
12
Representatives shall each appoint one legislative member and 
13
one
public member.
14
    The Election Day Voter Registration Commission shall study 
15
and report to the State Board of Elections and the General

16
Assembly on the possible implementation of election day voter

registration.

    (b) The Commission shall
designate a chairman from among 
3
its number, shall meet as frequently as
necessary at the call 
4
of the chair, and shall report its findings to the
State Board 
5
of Elections and the General Assembly as expeditiously as 
6
possible.

    (c) Commission members shall receive no compensation but 
8
shall be reimbursed
for expenses incurred in the performance of 
9
their duties from funds
appropriated to the State Board of 
10
Elections for that purpose. The State Board of Elections shall 
11
provide the Commission with staff and technical assistance.

    (d) The Commission is abolished January 1, 2009. This 
13
Section is repealed January 1, 2009.

    Section 99. Effective date. This Act takes effect upon 
15
becoming law.".
