Amends the Illinois Human Rights Act. Authorizes the Department to charge tuition for training it furnishes to non-governmental entities, other than not for profit groups or organizations in Illinois with 50 employees or less. Authorizes the Department to provide its training at no cost to not for profit groups or organizations that have no more than 50 employees, Department employees, other State agencies and instrumentalities, and community organizations. Provides that the Department will make training available to any other non-governmental entities on a tuition basis. Amends the State Finance Act. Creates the Department of Human Rights Training and Development Fund. Provides that tuition received shall be paid into the Department of Human Rights Training and Development Fund. Effective January 1, 2008.

| AN ACT concerning human rights.

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Human Rights Act is amended by |
5 |
| adding Section 7-112.5 as follows: |

| (775 ILCS 5/7-112.5 new) |

| Sec. 7-112.5. Training tuition. The Department is |
8 |
| authorized to charge tuition to non-governmental entities, |
9 |
| other than not for profit groups or organizations in Illinois |
10 |
| that have no more than 50 employees, for training offered by |
11 |
| the Department's Institute for Training and Development. The |
12 |
| tuition shall be paid into the Department of Human Rights |
13 |
| Training and Development Fund, a special fund that is created |
14 |
| in the State treasury. Moneys in the Fund shall be used to: (i) |
15 |
| enhance the quality of the Department's training services; (ii) |
16 |
| make training available at no cost to not for profit groups or |
17 |
| organizations in Illinois that have no more than 50 employees, |
18 |
| Department employees, other State agencies and |
19 |
| instrumentalities of the State, and community organizations; |
20 |
| and (iii) make training available to any other non-governmental |
21 |
| entities on a tuition basis. |
