Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department to study the feasibility of a partnership among Southern Illinois University and other State universities to develop methods of clean coal production and to use the bonding authority of the Southern Illinois Economic Development Authority to use those methods for the generation of clean, inexpensive energy. Effective immediately.

| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Commerce and Economic |
5 |
| Opportunity Law of the
Civil Administrative Code of Illinois is |
6 |
| amended by adding Section 605-955 as follows: |
7 |
| (20 ILCS 605/605-955 new) |
8 |
| Sec. 605-955. Clean coal partnership. The Department shall |
9 |
| study the feasibility of (i) facilitating a partnership among |
10 |
| Southern Illinois University and other State universities |
11 |
| serving southern Illinois to develop methods of producing clean |
12 |
| coal energy and (ii) using the bonding authority of the |
13 |
| southern Illinois Economic Development Authority to facilitate |
14 |
| the generation of clean, inexpensive energy using the methods |
15 |
| developed by the partnership. The Department shall submit a |
16 |
| report of its study to the Governor and the General Assembly as |
17 |
| expeditiously as possible.

| Section 99. Effective date. This Act takes effect upon |
19 |
| becoming law.
