| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Transportation Law of the
|
| 5 |
| Civil Administrative Code of Illinois is amended by adding |
| 6 |
| Section 2705-312 as follows:
|

| Sec. 2705-312. Matching-funds financial assistance |
| 9 |
| program. If the federal government offers to provide any grant |
| 10 |
| or other financial assistance to the State or to units of local |
| 11 |
| government in the State on a matching-funds basis for |
| 12 |
| transportation projects, then, if the State does not |
| 13 |
| appropriate the matching funds necessary to receive the |
| 14 |
| financial assistance, the Department must establish and |
| 15 |
| maintain a program to enable units of local government or other |
| 16 |
| interested public or private parties to pay the cost of the |
| 17 |
| matching funds necessary to receive the financial assistance |
| 18 |
| with respect to any specific transportation project.

| 19 |
| Section 99. Effective date. This Act takes effect July 1, |
| 20 |
| 2007.
