    Amends the Energy Conservation and Coal Development Act.  Makes a technical
change in a Section allowing the Department of Commerce and Economic Opportunity
to adopt rules necessary to implement the Illinois Industrial Coal Utilization

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Energy Conservation and Coal Development Act

is amended by changing Section 13 as follows:
