Amends the Election Code. Requires that general and consolidated election ballots include "None of the above" after the candidates listed for each office. Requires that votes cast for "None of the above" shall be counted and reported but shall not affect an election's outcome. Requires that the State Board of Elections adopt implementing rules.

| AN ACT concerning elections.
|
| 2 |
| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Election Code is amended by adding Section |
| 5 |
| 16-15 as follows:
|

| (10 ILCS 5/16-15 new) |
| 7 |
| Sec. 16-15. None of the above. Notwithstanding any |
| 8 |
| provision of this Code to the contrary, on each general |
| 9 |
| election ballot and each consolidated election ballot "None of |
| 10 |
| the above" shall appear after the list of candidates for each |
| 11 |
| office. Votes cast for "None of the above" shall be counted and |
| 12 |
| reported in the same manner as votes cast for listed candidates |
| 13 |
| but shall not otherwise affect the election outcome. |
| 14 |
| The State Board of Elections shall adopt rules for the |
| 15 |
| implementation of this Section.
