2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Department of State Police Law of the
Civil | ||||||||||||||||||||||||||||
5 | Administrative Code of Illinois is amended by changing Section | ||||||||||||||||||||||||||||
6 | 2605-480 as follows:
| ||||||||||||||||||||||||||||
7 | (20 ILCS 2605/2605-480)
| ||||||||||||||||||||||||||||
8 | Sec. 2605-480. Statewide kidnapping and missing persons | ||||||||||||||||||||||||||||
9 | alert and prevention program;
Child Safety Coordinator.
| ||||||||||||||||||||||||||||
10 | (a) The Department of
State Police shall develop a | ||||||||||||||||||||||||||||
11 | coordinated program for a statewide emergency
alert system to | ||||||||||||||||||||||||||||
12 | assist in the recovery of missing or abducted children or | ||||||||||||||||||||||||||||
13 | missing elderly persons who suffer from Alzheimer's disease, | ||||||||||||||||||||||||||||
14 | dementia, or similar conditions
when a child is missing or | ||||||||||||||||||||||||||||
15 | kidnapped .
The system must immediately provide critical | ||||||||||||||||||||||||||||
16 | information to the public and shall include, but is not limited | ||||||||||||||||||||||||||||
17 | to : (i)
, the use , in coordination with
the Illinois
Department | ||||||||||||||||||||||||||||
18 | of Transportation, of electronic message signs on roads and | ||||||||||||||||||||||||||||
19 | highways
in the
vicinity of a child abduction , or near the | ||||||||||||||||||||||||||||
20 | location where the missing elderly person was last seen; and | ||||||||||||||||||||||||||||
21 | (ii) the use, in coordination with the Department of the | ||||||||||||||||||||||||||||
22 | Lottery, of print media at all lottery sales agents' locations | ||||||||||||||||||||||||||||
23 | in the vicinity of a child abduction, or near the location |

1 | where the missing elderly person was last seen
to immediately | ||||||
2 | provide critical information to
the public .
| ||||||
3 | (b) The Department of State Police shall establish an AMBER | ||||||
4 | Plan Task Force
to
monitor and review the implementation and | ||||||
5 | operation of the system developed
under
subsection (a), | ||||||
6 | including procedures, budgetary requirements, and response
| ||||||
7 | protocols.
The Task Force shall also develop additional network | ||||||
8 | resources for use in the
system.
| ||||||
9 | (c) The Department of State Police, in coordination with | ||||||
10 | the Illinois
Emergency
Management Agency, shall develop and | ||||||
11 | implement a community outreach program to
promote awareness | ||||||
12 | among the State's parents and children of child abduction
| ||||||
13 | prevention
and response.
| ||||||
14 | (d) The Department of State Police, in coordination with | ||||||
15 | the State Board of
Education, shall develop child abduction | ||||||
16 | prevention instruction for inclusion
in elementary and | ||||||
17 | secondary school curricula throughout the State. The
| ||||||
18 | Department and
State Board of Education shall encourage the | ||||||
19 | inclusion of the child abduction
prevention
instruction in | ||||||
20 | private elementary and secondary school curricula throughout | ||||||
21 | the
State.
| ||||||
22 | (e) The Department shall appoint a Child Safety Coordinator | ||||||
23 | to assist in the
establishment of State standards for child | ||||||
24 | safety from kidnap and abduction and
to advocate for the | ||||||
25 | achievement of those standards. The Child Safety
Coordinator | ||||||
26 | shall have the
qualifications and experience that the |

1 | Department shall require by rule. The
Child Safety Coordinator | ||||||
2 | shall receive no compensation but shall be reimbursed
for his | ||||||
3 | or her expenses from the Department's operations budget. No | ||||||
4 | funds shall
be appropriated solely
for the expenses of the | ||||||
5 | Child Safety Coordinator. The Department shall provide
| ||||||
6 | technical assistance for the Child Safety Coordinator from its | ||||||
7 | existing
resources.

10 | Section 10. The Illinois Lottery Law is amended by adding | ||||||
11 | Section 10.8 as follows: | ||||||
12 | (20 ILCS 1605/10.8 new)
| ||||||
13 | Sec. 10.8. Missing persons; alert. The Department shall | ||||||
14 | cooperate with the Department of State Police in distributing | ||||||
15 | information under the statewide emergency
alert system under | ||||||
16 | Section 2605-480 of the Department of State Police Law of the
| ||||||
17 | Civil Administrative Code of Illinois. The Department shall | ||||||
18 | develop a method of notifying all lottery sales agents of an | ||||||
19 | alert in a manner designed to quickly disseminate alert | ||||||
20 | information to customers of the lottery sales agents using | ||||||
21 | print or other media.

22 | Section 15. The Department of Transportation Law of the
| ||||||
23 | Civil Administrative Code of Illinois is amended by changing |

1 | Section 2705-505.5 as follows:
| ||||||

| ||||||
3 | Sec. 2705-505.5. Child abduction and missing elderly | ||||||
4 | person message signs. The Department of
Transportation
shall | ||||||
5 | coordinate with the Department of State Police in the use of | ||||||
6 | electronic
message
signs on roads and highways in the vicinity | ||||||
7 | of a child abduction , or near the location where a missing | ||||||
8 | elderly person was last seen, as provided in Section 2605-480 | ||||||
9 | of the Department of State Police Law, to immediately
provide
| ||||||
10 | critical information to the public.
