| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Commerce and Economic |
5 |
| Opportunity Law of the
Civil Administrative Code of Illinois is |
6 |
| amended by adding Sections 605-980 and 605-981 as follows: |

| (20 ILCS 605/605-980 new) |

| Sec. 605-980. Smart cities grant program. Subject to |
9 |
| appropriation, the Department may establish and administer a |
10 |
| program to make grants to municipalities for urban preservation |
11 |
| and redevelopment as well as green technology. The Department |
12 |
| shall work in cooperation with local municipalities in order to |
13 |
| provide funds to meet the municipalities' identified public |
14 |
| infrastructure and urban improvement needs. The grant program |
15 |
| shall be permissive and subject to appropriation by the General |
16 |
| Assembly. |

| "Identified public infrastructure and urban improvement |
18 |
| needs" include plans adopted by the municipality that have the |
19 |
| following elements: an assessment of all public facilities and |
20 |
| services, including, but not limited to, roads and other |
21 |
| transportation facilities, sewers, schools, parks and open |
22 |
| space, and fire and police services. Any municipality that is |
23 |
| approved for grant moneys under this Section must develop a |
