Creates the Taxi Safety Act of 2007. Requires certain information to be posted in each taxicab. Provides that, if a taxi driver collides with a pedestrian while operating a taxicab, resulting in bodily injury, then any responding law enforcement officers must test the taxi driver for drug and alcohol use. Preempts home rule powers.

| AN ACT concerning transportation.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the Taxi |
5 |
| Safety Act of 2007. |
6 |
| Section 5. Requirements for the operation of taxicabs. |
7 |
| (a) The taxi driver's picture and any license or |
8 |
| registration number must be posted in a visible location in |
9 |
| each cab. |
10 |
| (b) There must be posted in a visible location in each |
11 |
| taxicab a telephone number for a passenger to call to if the |
12 |
| taxi driver is operating the taxicab in a reckless manner. Law |
13 |
| enforcement officers must respond to stop any taxicab if a |
14 |
| passenger calls from inside that taxicab. |

| (c) If a taxi driver collides with a pedestrian while |
16 |
| operating a taxicab, resulting in bodily injury, then any |
17 |
| responding law enforcement officers must test the taxi driver |
18 |
| for drug and alcohol use. |

| Section 20. Home rule. A home rule unit may not regulate |
20 |
| the operation of taxicabs in a manner that is less restrictive |
21 |
| than the regulation by the State of the operation of taxicabs |
22 |
| under this Act. This Section is a limitation under subsection |
