Amends the Gasoline Receptacle Labeling Act. Makes it unlawful for a minor under the age of 14 to dispense flammable or combustible liquids, such as gasoline, from any portable container, whether plastic or metal, unless the minor is supervised by an adult. Requires a manufacturer to affix a permanent warning label on each portable container used for dispensing flammable or combustible liquids. Effective immediately.

| AN ACT concerning public safety.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Gasoline Receptacle Labeling Act is amended |
5 |
| by adding Section 2.5 as follows: |
6 |
| (430 ILCS 20/2.5 new)
|
7 |
| Sec. 2.5. Dispensing of flammable or combustible liquids by |
8 |
| minors. It is unlawful for a minor under the age of 14 to |
9 |
| dispense flammable or combustible liquids, such as gasoline, |
10 |
| from any portable container, whether plastic or metal, unless |
11 |
| the minor is supervised by an adult. Each manufacturer shall |
12 |
| affix a permanent warning label on each portable container used |
13 |
| for dispensing flammable or combustible liquids that reads: |
14 |
| "MINORS UNDER THE AGE OF 14 SHALL NOT DISPENSE FLAMMABLE OR |
15 |
| COMBUSTIBLE LIQUIDS FROM PORTABLE CONTAINERS UNLESS SUPERVISED |
16 |
| BY AN ADULT." The letters shall be one-half inch in height and |
17 |
| shall have a color that is different from the color of the |
18 |
| container and distinctive so the warning can be easily read by |
19 |
| the user.

| Section 99. Effective date. This Act takes effect upon |
21 |
| becoming law.
