| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:

| Section 5. The Professional Counselor and Clinical |

| Professional Counselor
Licensing Act is amended by changing |

| Section 35 as follows:
|

licenses shall be made to the

refundable. All applications shall |

| contain such information that, in the
judgment of the |

| Department, will enable the Department to pass on the

| 15 |
| qualifications of the applicant for a license to practice as a |
| 16 |
| licensed
professional counselor or licensed clinical |
| 17 |
| professional counselor. |
