Provides that if appropriations for the entire upcoming State fiscal year have not been made, by law, by May 31 immediately preceding that fiscal year, then all airplanes owned or leased by the State of Illinois are grounded, for the purposes of providing air transportation for the Governor and the legislative leaders, until those appropriations have been made, by law. This prohibition does not apply in emergency situations. Effective immediately.

| AN ACT concerning transportation.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Department of Transportation Law of the
|
5 |
| Civil Administrative Code of Illinois is amended by changing |
6 |
| Section 2705-225 as follows:
|

| (20 ILCS 2705/2705-225) (was 20 ILCS 2705/49.02a)
|

| Sec. 2705-225. Air transportation for State officers and |
9 |
| employees. The Department may provide air
transportation for |
10 |
| officers and employees of the offices, departments, and
|
11 |
| agencies of the State government and charge the office,
|
12 |
| department, or
agency for that transportation. Charges for the
|
13 |
| transportation shall not
exceed the expenses incurred and costs |
14 |
| involved in providing air
transportation and may include |
15 |
| expenses for equipment, personnel, and
operational expenses.
|

| All requests for air transportation shall be made in |
17 |
| writing and shall
be signed by the executive officer or |
18 |
| employee of the office, department,
or
agency.
|
19 |
| Except as provided herein, all requests shall be filled in |
20 |
| the following
priority: (1) the Governor, (2) the Lieutenant |
21 |
| Governor, (3) the
legislative leaders of the General Assembly, |
22 |
| specifically, the President
and minority leader of the Senate |
23 |
| and the Speaker and minority leader of
the House of |
