Amends the Illinois Lottery Law. Provides that, beginning on the effective date of the amendatory Act, there may be only one special purpose lottery game offered for sale at a time, and no special purpose lottery game may be offered for sale for more than 3 consecutive months. Provides that all special purpose lottery games shall be placed on a waiting list in the order in which they were authorized. Defines "special purpose lottery game". Effective immediately.

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Lottery Law is amended by changing |
| 5 |
| Section 22 as follows:
|

| Sec. 22. Limitation on special games; waiting list. |
| 8 |
| Notwithstanding any provision of this Act to the contrary, |
| 9 |
| beginning on the effective date of this amendatory Act of the |
| 10 |
| 95th General Assembly, there may be only one special purpose |
| 11 |
| lottery game offered for sale at a time, and no special purpose |
| 12 |
| lottery game may be offered for sale for more than 3 |
| 13 |
| consecutive months. All special purpose lottery games, |
| 14 |
| including games that are offered for sale on the effective date |
| 15 |
| of this amendatory Act of the 95th General Assembly, shall be |
| 16 |
| placed on a waiting list in the order in which they were |
| 17 |
| authorized. At the expiration of the 3-month sales period for |
| 18 |
| each special purpose lottery game, that game shall be placed at |
| 19 |
| the bottom of the waiting list, and the game at the top of the |
| 20 |
| waiting list, if otherwise eligible, shall be offered for sale. |

| For the purpose of this Section, the term "special purpose |
| 22 |
| lottery game" means any lottery game for which any portion of |
| 23 |
| the proceeds are used for a purpose other than the support of |
