1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-1000 as follows:
 
7     (20 ILCS 605/605-1000 new)
8     Sec. 605-1000. Illinois Science and Technology Commission.
9 The Illinois Science and Technology Commission is created to
10 coordinate efforts on behalf of the State, units of local
11 government, and institutions of higher education in order to
12 attract, retain, and promote scientific endeavors and research
13 facilities within the State. The Commission may coordinate with
14 other states, the federal government, and scientific research
15 facilities to achieve its objectives under this Section. The
16 Department of Commerce and Economic Opportunity shall provide
17 staff support for the Commission. The Commission shall consist
18 of the following 10 members, who shall be appointed by the
19 Governor with the advice and consent of the Senate unless
20 otherwise provided in this Section:
21         (1) Two members with a background in physical sciences.
22         (2) One member with a background in civil engineering.
23         (3) One member with a background in land use.

1         (4) One member with a background in environmental
2     issues.
3         (5) One member representing institutions of higher
4     education.
5         (6) One member appointed by a statewide association
6     that advocates for business.
7         (7) One member appointed by a statewide association
8     that advocates for labor.
9         (8) The Director of Commerce and Economic Opportunity,
10     ex officio, or his or her designee.
11         (9) The Governor, ex officio, or his or her designee.
12     The members shall elect a member to serve as chairperson.
13 Of the initial members appointed under items (1) through (7) of
14 this Section, 2 shall serve for 3-year terms, 2 shall serve for
15 4-year terms, and 4 shall serve for 5-year terms, as determined
16 by lot. Successor members shall be appointed by the original
17 appointing authority and shall serve for 5-year terms. Members
18 shall serve without compensation but may be reimbursed for
19 travel expenses.
