1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-1000 as follows:
 
7     (20 ILCS 605/605-1000 new)
8     Sec. 605-1000. Illinois Science and Technology Commission.
9 The Illinois Science and Technology Commission is created,
10 subject to appropriation, to coordinate efforts on behalf of
11 the State, units of local government, and institutions of
12 higher education in order to attract, retain, and promote
13 scientific endeavors and research facilities within the State.
14 The Commission may coordinate with other states, the federal
15 government, and scientific research facilities to achieve its
16 objectives under this Section. The Department of Commerce and
17 Economic Opportunity shall, subject to appropriation for this
18 purpose, provide staff support for the Commission. The
19 Commission shall consist of the following 10 members, who shall
20 be appointed by the Governor with the advice and consent of the
21 Senate unless otherwise provided in this Section:
22         (1) Two members with a background in physical sciences.
23         (2) One member with a background in civil engineering.

1         (3) One member with a background in land use.
2         (4) One member with a background in environmental
3     issues.
4         (5) One member representing institutions of higher
5     education.
6         (6) One member appointed by a statewide association
7     that advocates for business.
8         (7) One member appointed by a statewide association
9     that advocates for labor.
10         (8) The Director of Commerce and Economic Opportunity,
11     ex officio, or his or her designee.
12         (9) The Governor, ex officio, or his or her designee.
13     The members shall elect a member to serve as chairperson.
14 Of the initial members appointed under items (1) through (7) of
15 this Section, 2 shall serve for 3-year terms, 2 shall serve for
16 4-year terms, and 4 shall serve for 5-year terms, as determined
17 by lot. Successor members shall be appointed by the original
18 appointing authority and shall serve for 5-year terms. Members
19 shall serve without compensation but may be reimbursed for
20 travel expenses.
