Amends the Illinois Vehicle Code. Provides that, in addition to any other fine or penalty, a law enforcement official may impound the motor vehicle of any person operating that vehicle without insurance. Requires the Secretary of State to establish and maintain a database of all motor vehicles determined by the Secretary to be uninsured and requires that this database be available to federal, state, and local law-enforcement agencies.

| AN ACT concerning vehicles.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Vehicle Code is amended by adding |
5 |
| Sections 7-615 and 7-620 as follows: |

| Sec. 7-615. Impounding uninsured vehicles. In addition to |
8 |
| any other fine or penalty under this Code, a law enforcement |
9 |
| official may impound the motor vehicle of any person operating |
10 |
| that vehicle in violation of subsection (a) of Section 7-601. |

| Sec. 7-620. Uninsured motorist database. The Secretary of |
13 |
| State shall establish and maintain a database of all motor |
14 |
| vehicles determined by the Secretary to be in violation of |
15 |
| Section 7-601 of this Code. This database must be available to |
16 |
| federal, state, and local law-enforcement agencies.
