Amends various Acts relating to the governance of the public
universities in Illinois. Subject to certain other admission
requirements, requires a university to admit an applicant for admission
to the university as an undergraduate student if the applicant
graduated in one of the 2 school years preceding the academic year
for which the applicant is applying for admission from an approved
high school with a grade point average in the top 10% percent of the
student's high school graduating class. Requires the university, after
admitting the applicant, to review the applicant's record and any other
factor the university considers appropriate to determine whether
the applicant may require additional preparation for
college-level work or would benefit from inclusion in a retention
program.

| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:
|

| Section 5. The University of Illinois Act is amended by |
5 |
| changing
Section 8 as follows:
|

| (110 ILCS 305/8) (from Ch. 144, par. 29)
|

| Sec. 8. Admissions.
|
8 |
| (a) No student shall be admitted to instruction in any of
|
9 |
| the departments of the University who shall not have attained |
10 |
| to the age of
fifteen (15) years, and who shall not previously |
11 |
| undergo a satisfactory
examination in each of the branches |
12 |
| ordinarily taught in the common schools
of the state.
|
13 |
| (b) In addition, commencing in the fall of 1993, no new |
14 |
| student shall
then or thereafter be admitted to instruction in |
15 |
| any of the departments or
colleges of the University unless |
16 |
| such student also has satisfactorily
completed:
|
17 |
| (1) at least 15 units of high school coursework from |
18 |
| the following
5 categories:
|
19 |
| (A) 4 years of English (emphasizing written and |
20 |
| oral communications
and literature), of which up to 2 |
21 |
| years may be collegiate level instruction;
|
22 |
| (B) 3 years of social studies (emphasizing history |
23 |
| and government);
|
|
|
|

geometry, trigonometry, or |

| music, vocational
education or art;
|

| (2) except that institutions may admit individual |
8 |
| applicants if the
institution determines through |

| assessment or through evaluation based on
learning |

| outcomes of the coursework taken, including vocational |
11 |
| education
courses and courses taken in a charter school |
12 |
| established under Article 27A
of the School Code, that the |
13 |
| applicant demonstrates knowledge and skills
substantially
|

| equivalent to the knowledge and skills expected to be |
15 |
| acquired in the high
school courses required for admission. |

| The Board of Trustees of the
University of Illinois shall |
17 |
| not discriminate in the University's admissions
process |
18 |
| against an applicant for admission because of the |
19 |
| applicant's
enrollment
in a charter school established |
20 |
| under Article 27A of the School Code.
Institutions
may also |
21 |
| admit 1)
applicants who did not have an opportunity to |
22 |
| complete the minimum college
preparatory curriculum in |
23 |
| high school, and 2) educationally disadvantaged
applicants |
24 |
| who are admitted to the formal organized special assistance
|
25 |
| programs that are tailored to the needs of such students, |
26 |
| providing that in
either case, the institution |
|

curriculum |

| courses or other academic activities that compensate for |

deficiencies; and

| (3) except that up to 3 of the 15 units of coursework |

paragraph (1) of this subsection may be |
6 |
| distributed by deducting no more
than one unit each from |
7 |
| the categories of social studies, mathematics,
sciences |
8 |
| and electives and completing those 3 units in any of the 5
|
9 |
| categories of coursework described in paragraph (1).
|
10 |
| (c) When allocating funds, local boards of education shall |
11 |
| recognize
their obligation to their students to offer the |
12 |
| coursework required by
subsection (b).
|
13 |
| (d) A student who has graduated from high school and has |
14 |
| scored within the
University's accepted range on the ACT or SAT |
15 |
| shall not be required to take the
high
school level General |
16 |
| Educational Development (GED) Test as a prerequisite to
|
17 |
| admission.
|
18 |
| (e) In this subsection (e), "approved high school" means a
|
19 |
| public high school located in this State or a high school |
20 |
| located in this
State (whether designated as a high school, |
21 |
| secondary school,
academy, preparatory school, or otherwise) |
22 |
| that, in the judgment of
the State Superintendent of Education, |
23 |
| provides a course of instruction
at the secondary level and |
24 |
| maintains standards of instruction
substantially equivalent to |
25 |
| those of the public high schools located in
this State, |
26 |
| provided that the graduating class of an applicant under this
|

| Subject to the other provisions of this Section, for the

| 2009-2010 academic year and each academic year thereafter, the

| University shall admit an applicant for admission to the |

6 |

|

| factor the University considers appropriate to determine |

| (C) 3 years of mathematics (introductory through |
10 |
| advanced algebra,
geometry, trigonometry, or |
11 |
| fundamentals of computer programming);
|
12 |
| (D) 3 years of science (laboratory sciences); and
|
13 |
| (E) 2 years of electives in foreign language, |
14 |
| music, vocational
education or art;
|
15 |
| (2) except that Western Illinois University may admit |
16 |
| individual
applicants if it determines through assessment |
17 |
| or through evaluation based on
learning outcomes of the |
18 |
| coursework taken, including vocational education
courses |
19 |
| and courses taken in a charter school established under |
20 |
| Article 27A
of the School Code, that the applicant |
21 |
| demonstrates knowledge and skills
substantially
equivalent |
22 |
| to the knowledge and skills expected to be acquired in the |
23 |
| high
school courses required for admission.
The Board of |

| Trustees of Western Illinois University
shall not |

| discriminate in the University's
admissions process |

| against an applicant for admission because of the

| under Article 27A of the
School Code.
Western Illinois |
3 |
| University may also
admit (i)
applicants who did not have |
4 |
| an opportunity to complete the minimum college
preparatory |
5 |
| curriculum in high school, and (ii) educationally |
6 |
| disadvantaged
applicants who are admitted to the formal |
7 |
| organized special assistance
programs that are tailored to |
8 |
| the needs of such students, providing that in
either case, |
9 |
| the institution incorporates in the applicant's |
10 |
| baccalaureate
curriculum courses or other academic |
11 |
| activities that compensate for course
deficiencies; and
|
12 |
| (3) except that up to 3 of 15 units of coursework |
13 |
| required by
paragraph (1) of this subsection may be |
14 |
| distributed by deducting no more
than one unit each from |
15 |
| the categories of social studies, mathematics,
sciences |
16 |
| and electives and completing those 3 units in any of the 5
|
17 |
| categories of coursework described in paragraph (1).
|
18 |
| (b) When allocating funds, local boards of education shall |
19 |
| recognize
their obligation to their students to offer the |
20 |
| coursework required by
subsection (a).
|
21 |
| (c) A student who has graduated from high school and has |
22 |
| scored within the
University's accepted range on the ACT or SAT |
23 |
| shall not be required to take the
high
school level General |
24 |
| Educational Development (GED) Test as a prerequisite to
|
25 |
| admission.
|
26 |
| (d) In this subsection (d), "approved high school" means a
|
|
|

| public high school located in this State or a high school |
2 |
| located in this
State (whether designated as a high school, |
3 |
| secondary school,
academy, preparatory school, or otherwise) |
4 |
| that, in the judgment of
the State Superintendent of Education, |
5 |
| provides a course of instruction
at the secondary level and |
6 |
| maintains standards of instruction
substantially equivalent to |
7 |
| those of the public high schools located in
this State, |
8 |
| provided that the graduating class of an applicant under this
|
9 |
| subsection (d) had at least 10 students graduate.
|
10 |
| Subject to the other provisions of this Section, for the
|
11 |
| 2009-2010 academic year and each academic year thereafter, the
|
12 |
| University shall admit an applicant for admission to the |
13 |
| University as
an undergraduate student if the applicant |
14 |
| graduated in one of the 2
school years preceding the academic |
15 |
| year for which the applicant is
applying for admission from an |
16 |
| approved high school
with a grade point average in the top 10% |
17 |
| of the student's
high school graduating class.
To qualify for |
18 |
| admission under
this subsection (d), an applicant must submit |
19 |
| an application before the
expiration of any application filing |
20 |
| deadline established by the
University.
The University may |
21 |
| require the applicant to take the ACT, SAT, or another entrance |
22 |
| examination, but the University may not use the applicant's |
23 |
| scores on any of these tests for admission purposes. Admission |
24 |
| to the University under this subsection (d) does not entitle |
25 |
| the applicant to be admitted into a particular college of study |
26 |
| or department at the University.

| After admitting an applicant under this subsection (d), the
|
2 |
| University shall review the applicant's record and any other
|
3 |
| factor the University considers appropriate to determine |
4 |
| whether
the applicant may require additional preparation for
|
5 |
| college-level work or would benefit from inclusion in a |
6 |
| retention
program. The University may require a student so |
7 |
| identified to
enroll during the summer immediately after the |
8 |
| student is
admitted under this subsection (d) to participate in |
9 |
| appropriate
developmental and enrichment courses and |
10 |
| orientation programs. This subsection (d)
does not prohibit a |
11 |
| student who is not determined to need additional
preparation |
12 |
| for college-level work from enrolling, if the student
chooses, |
13 |
| during the summer immediately after the student is
admitted |
14 |
| under this subsection (d).
