Amends the Department of Veterans Affairs Act and the State Finance Act. Creates the Homeless Veterans Special Purpose Trust Fund as a special fund in the State treasury, to be used by the Department of Veterans' Affairs for the purpose of supporting veterans programs. Provides that unexpended moneys in the Fund shall not be transferred or allocated by the Comptroller or the Treasurer to any other fund, nor shall the Governor authorize the transfer or allocation of those moneys to any other fund. Effective immediately.

| AN ACT concerning State government.

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Department of Veterans Affairs Act is |
5 |
| amended by adding Section 2h as follows: |
6 |

| Sec. 2h. Homeless Veterans Special Purpose Trust Fund. The |
8 |
| Homeless Veterans Special Purpose Trust Fund is created as a |
9 |
| special fund in the State treasury. Unless specifically |
10 |
| directed to be deposited into other funds, all moneys received |
11 |
| by the Department of Veterans' Affairs from gifts, grants, or |
12 |
| donations from any source, public or private, shall be |
13 |
| deposited into this Fund. Moneys in this Fund shall be used, |
14 |
| subject to appropriation by the General Assembly, by the |
15 |
| Department for the purpose of supporting veterans programs. |
16 |
| Unexpended moneys in the Fund shall not be transferred or |
17 |
| allocated by the Comptroller or the Treasurer to any other |
18 |
| fund, nor shall the Governor authorize the transfer or |
19 |
| allocation of those moneys to any other fund. |

| Section 10. The State Finance Act is amended by adding |

| Section 5.709 as follows: |
