Amends the Environmental Protection Act. Provides that all recycling centers within the State must require individuals who recycle copper to present a valid driver's license or State-issued identification card at the time of the transaction and must maintain a log of all copper recycling transactions. Effective immediately.

| AN ACT concerning safety.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Environmental Protection Act is amended by |
5 |
| adding Section 7.6 as follows: |

| (415 ILCS 5/7.6 new) |

| Sec. 7.6. Copper recycling. All recycling centers within |
8 |
| the State must require individuals who recycle copper to |
9 |
| present a valid driver's license or State-issued |
10 |
| identification card at the time of the transaction. All |
11 |
| recycling centers within the State must maintain a log of |
12 |
| copper recycling transactions.

| Section 99. Effective date. This Act takes effect upon |
14 |
| becoming law.
