AMENDMENT TO HOUSE BILL 4868

2     AMENDMENT NO. ______. Amend House Bill 4868, AS AMENDED, by
3 replacing everything after the enacting clause with the
4 following:
 
5     "Section 5. The Illinois Lottery Law is amended by adding
6 Section 10.8 as follows:
 
7     (20 ILCS 1605/10.8 new)
8     Sec. 10.8. Specialty retailers. The Division may establish
9 a special classification of retailer license to facilitate the
10 year-round sale of lottery games established by the General
11 Assembly for the benefit of special funds in the State
12 Treasury. The fees set forth in Section 10.2 do not apply to a
13 specialty retailer license. The holder of a specialty retailer
14 license (i) may sell only specialty lottery tickets established
15 for the benefit of special funds in the State Treasury, (ii) is
16 required to purchase those tickets up front at face value from

1 the Illinois Lottery, and (iii) must sell those tickets at face
2 value. Specialty retailers may obtain a refund from the
3 Division for any unsold specialty tickets that they have
4 purchased for resale, as set forth in the specialty retailer
5 agreement. Specialty retailers shall receive a sales
6 commission equal to 2% of the face value of specialty game
7 tickets purchased from the Department, less adjustments for
8 unsold tickets returned to the Lottery for credit. Specialty
9 retailers may not cash winning tickets, but are entitled to a
10 1% bonus in connection with the sale of a winning specialty
11 game ticket having a prize value of $1,000 or more.
 
12     Section 10. The Department of Veterans Affairs Act is
13 amended by changing Section 4 as follows:
 
14     (20 ILCS 2805/4)  (from Ch. 126 1/2, par. 69)
15     Sec. 4. Veterans' service officers.
16     (a) A veterans' service officer shall be assigned to each
17 field office. He must be an honorably discharged veteran from
18 service in the Armed Forces of the United States. He must have
19 served during a time of hostilities with a foreign country, and
20 must meet one or more of the following conditions:
21         (i) The veteran served a total of at least 6 months.
22         (ii) The veteran served for the duration of hostilities
23     regardless of the length of engagement.
24         (iii) The veteran was discharged on the basis of

1     hardship.
2         (iv) The veteran was released from active duty because
3     of a service connected disability and was discharged under
4     honorable conditions.
5     As used in this Section, "time of hostilities with a
6 foreign country" means any period of time in the past, present,
7 or future during which a declaration of war by the United
8 States Congress has been or is in effect or during which an
9 emergency condition has been or is in effect that is recognized
10 by the issuance of a Presidential proclamation or a
11 Presidential executive order and in which the armed forces
12 expeditionary medal or other campaign service medals are
13 awarded according to Presidential executive order.
14     (b) The duties of veterans' service officers shall include:
15         (1) assisting veterans and their families in working
16     with federal, State, and local agencies that administer
17     programs for veterans;
18         (2) assisting veterans in maximizing State and federal
19     benefits that may be available to them;
20         (3) streamlining the benefit application and awareness
21     process;
22         (4) coordinating community outreach to promote
23     veterans assistance programs;
24         (5) promoting the use of veterans advocates in the
25     State and serving as a link between veterans, veterans
26     advocates, and the Department; and

1         (6) recommending improvements in outreach methods,
2     programs, and training.
3     Subject to appropriation, the Director of Veterans Affairs
4 shall appoint a Chief Veterans' Service Officer who shall serve
5 at the pleasure of the Director and who shall coordinate the
6 duties and activities of all veterans' service officers
7 assigned to field offices. The Chief Veterans' Service Officer
8 shall also advise senior Department staff regarding the duties
9 and activities of veterans' service officers.
