Amends the Illinois Vehicle Code. Requires any person repossessing a motor vehicle, semi-trailer, or house car by reason of his or her having a lien or encumbrance on such vehicle, or acting on behalf of a person having a lien or encumbrance on such vehicle, to file a police report within 24 hours of repossessing the vehicle with the police department of the municipality where the vehicle was repossessed, or if the vehicle was repossessed in an unincorporated area or in a municipality that does not have a police department, with the county sheriff of the county where the vehicle was repossessed. Requires every municipal police department and county sheriff's office to create and maintain a database to log repossessed vehicles. Provides that the municipal police department or county sheriff's office shall keep the reports on file for a minimum of 30 days.
Amends the State Mandates Act to provide that no reimbursement by the State is required for the implementation of any mandate created by this amendatory Act of the 95th General Assembly.

| Be it enacted by the People of the State of Illinois,

| represented in the General Assembly:
|

| Section 5. The Illinois Vehicle Code is amended by adding |
5 |
| Section 11-1431 as follows: |

| Sec. 11-1431. Repossession; notification of municipal |

| police department or county sheriff's office. |

| (a) Any person repossessing a motor vehicle, semi-trailer, |
10 |
| or house car by reason of his or her having a lien or |
11 |
| encumbrance on such vehicle, or acting on behalf of a person |
12 |
| having a lien or encumbrance on such vehicle shall, within 24 |
13 |
| hours of repossessing the vehicle, file a police report with |
14 |
| the police department of the municipality where the vehicle was |
15 |
| repossessed, or if the vehicle was repossessed in an |
16 |
| unincorporated area or in a municipality that does not have a |
17 |
| police department, with the county sheriff of the county where |
18 |
| the vehicle was repossessed. |

| (b) Every municipal police department and county sheriff's |
20 |
| office shall create and maintain a database to log repossessed |
21 |
| vehicles. The municipal police department or county sheriff's |
22 |
