Amends the Counties Code. Requires the county board of Cook County to appoint an independent county personnel director. Provides that, through December 31, 2011, the independent personnel director shall appoint all officers and employees of Cook County and shall assume the duties of the county civil service commission. Requires the civil service commission to perform duties and functions as directed by the independent personnel director and to otherwise operate in an advisory capacity to the director. Effective immediately.

| AN ACT concerning local government.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Counties Code is amended by changing Section |
5 |
| 3-14001 and by adding Section 3-14010.5 as follows:
|

| Sec. 3-14001. Appointment of officers and employees; |
8 |
| salaries
and bond. Except as provided in Section 3-14010.5, all |
9 |
| All officers and employees of the county of Cook, in the

| classification hereinafter provided for, except those whose |
11 |
| election or
appointment is otherwise provided for by law, and |
12 |
| except those enumerated
in Section 3-14022, shall be appointed |
13 |
| by the president of the board,
according to the provisions of |
14 |
| this Section. The salaries or rate of
compensation of all |
15 |
| officers and employees of said county, when not
otherwise |
16 |
| provided by law, shall be fixed by the board of commissioners |
17 |
| and
shall be fixed prior to the adoption of the annual |
18 |
| appropriation, and shall
not be changed during the year for |
19 |
| which the appropriation is made. The
board of commissioners |
20 |
| shall also determine whether any or what amount of
bond any |
21 |
| officer or employee shall give.
