SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Backflow Protection Task Force Act. Establishes the Backflow Protection Task Force to conduct a study on and to propose legislative measures designed to (1) updated current laws, regulations, and guidelines governing the use of backflow protection devices in public buildings and (2) promote policies that will prevent drinking water contamination by a faulty or non-existent backflow protection device. Effective immediately.

1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Backflow Protection Task Force Act.
 
6     Section 5. Purpose. The purpose of this Act is to establish
7 a task force with the mission of conducting a study on and
8 proposing legislative measures designed to do each of the
9 following:
10         (1) Update current laws, regulations, and guidelines
11     governing the use of backflow protection devices in public
12     buildings.
13         (2) Promote policies that will prevent drinking water
14     contamination by a faulty or non-existent backflow
15     protection device.
 
16     Section 10. Backflow protection device defined. In this
17 Act, "backflow protection device" means any device or valve
18 designed for the prevention of leakage between 2 or more ports.
 
19     Section 15. Backflow Protection Task Force.
20     (a) There is hereby created the Backflow Protection Task
21 Force within the Office of the Lieutenant Governor, which shall

1 be comprised of the following members: the Lieutenant Governor
2 or his or her designee, who shall serve as Chairperson of the
3 Task Force; the Director of Public Health or his or her
4 designee; one member appointed by the Attorney General; one
5 member appointed by the President of the Senate; one member
6 appointed by the Minority Leader of the Senate; one member
7 appointed by the Speaker of the House of Representatives; and
8 one member appointed by the Minority Leader of the House of
9 Representatives.
10     (b) Appointments to the Task Force must be made no later
11 than 90 days after the effective date of this Act.
12     (c) Appointments to fill vacancies shall be made in the
13 same manner as the original appointments.
14     (d) At the discretion of the Chairperson, additional
15 individuals may participate as non-voting members in the
16 meetings of the Task Force.
17     (e) Members of the Task Force shall serve without
18 compensation.
19     (f) The Office of the Lieutenant Governor shall provide
20 staff and administrative services to the Task Force.
 
21     Section 20. Meetings; final report. Once all members have
22 been appointed, the Task Force shall meet not less than 2 times
23 in a 12-month period after the effective date of this Act to
24 carry out the purposes set forth in Section 5 of this Act.
25     A final report delineating the findings, conclusions, and

1 recommendations of the Task Force must be submitted to the
2 General Assembly no later than 16 months after the effective
3 date of this Act, at which time the Task Force shall be
4 dissolved.
 
5     Section 99. Effective date. This Act takes effect upon
6 becoming law.
