| HOUSE JOINT RESOLUTION
|

| WHEREAS, The reaction time of motorists using cellular |
| 3 |
| phones slows dramatically, increasing the risk of automobile |
| 4 |
| accidents and tying up traffic generally; and
|
| 5 |
| WHEREAS, Cell phone distraction causes 2,600 deaths and |
| 6 |
| 330,000 injuries in the United States every year; and
|
| 7 |
| WHEREAS, The numbers of fatalities and injuries may be |
| 8 |
| higher because data on cell phone use by motorists is limited; |
| 9 |
| and
|
| 10 |
| WHEREAS, Increasing cell phone use can be expected to cause |
| 11 |
| the annual death estimate to rise; therefore, be it
|
| 12 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 13 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
| 14 |
| SENATE CONCURRING HEREIN, that State, county, and municipal law |
| 15 |
| enforcement personnel are requested to include in their police |
| 16 |
| reports of automobile accidents information pertaining to if an |
| 17 |
| accident involved the use of a cellular phone; and be it |
| 18 |
| further

| RESOLVED, That the Department of Transportation shall |
| 20 |
| request from State, county, and municipal law enforcement |
